Fred is a political scientist and sociologist. He is Senior Research Fellow at the Institut de Recherche pour le Développement (IRD) in Marseille. He is currently coordinator for an ANRS research project on "Governance and AIDS in Africa" (Senegal, Cote d'Ivoire, Burkina Faso, Cameroon). He is an expert on Cameroon, where he has carried out numerous research projects. His work covers various aspects of AIDS: access to treatment, decentralization of health care, governance and Civil Society. He is the author of many articles and reference works on the subject, in both French and English.
